El análisis y la comprensión del contexto interno, externo y la determinación de los interesados y sus necesidades, garantizan al sistema nacional de formación técnica profesional conocimiento pertinente para alinear los objetivos y estrategias de ejecución de sus planes en el corto, mediano y largo plazo. Esto debido a que la respuesta oportuna a las partes interesadas, promueve la satisfacción de los clientes, la mejora continua y la eficacia, tal como lo señala la Norma ISO 9001.
La Norma ISO 9001 en su versión 2015, apunta al desarrollo del pensamiento basado en riesgos, lo define como un principio, que debe tomarse en cuenta desde la planificación, en el marco de la comprensión del contexto. Esto debido a que los riesgos pueden presentarse y potencializarse a partir de las debilidades de la organización y las amenazas del entorno externo. Otra fuente dinámica para la identificación de riesgos es la actitud de los grupos de interesados.
Este pensamiento basado en riesgos, además de fomentarse y promover la internalización del mismo en los recursos humanos de la organización, puede materializarse con la aplicación de técnicas y herramientas definidas como buenas prácticas en la dirección de proyectos, tal como lo muestran los resultados de esta investigación.
